Community Healthcare Reimagined
What many in the community once knew as “Art Van” has been completely reimagined into something both essential and inspiring: the new home of the Bay County Health Department (BCHD). This impressive transformation showcases the power of expert general contracting and innovative healthcare construction, turning a former retail furniture space into a modern, functional hub for community health and public healthcare services.

A Vision Brought to Life Through General Contracting
This Design/Build project exemplifies the value of partnering with an experienced general contractor who understands both large-scale renovation and the unique requirements of medical environments. Spanning approximately 30,000 square feet, the project focused primarily on interior demolition and renovation, breathing new life into what was once a furniture showroom.
The goal was clear: create a flexible, efficient office and community health clinic environment that could serve the diverse needs of the Bay County community. Through thoughtful planning and skilled general contracting, the space was transformed into a welcoming and highly functional healthcare facility.
Tailored for Healthcare Construction
Unlike typical commercial renovations, healthcare construction demands a higher level of precision, compliance, and adaptability. This project required the integration of clinic-grade infrastructure while maintaining flexibility for evolving healthcare needs.
Key upgrades included the installation of nine new rooftop HVAC units, ensuring proper air circulation and climate control, both critical elements in healthcare settings. Additionally, the building received completely new electrical wiring, modern ceiling systems, and upgraded lighting throughout, enhancing both efficiency and patient comfort.
The addition of new flooring across all office and clinic areas further elevated the space, providing durability and cleanliness standards essential for healthcare environments. Every detail was carefully considered to meet the stringent requirements of healthcare construction, while also creating a welcoming atmosphere for staff and visitors alike.

A Space Designed for Community Impact
One of the standout features of this renovation is the inclusion of a flexible Community Conference Room. This multipurpose space is designed to host public health meetings, educational sessions, and community events, reinforcing the Health Department’s mission to engage and support local residents.
This element highlights how strategic general contracting with Serenus Johnson can go beyond construction and contribute to community-building. By incorporating adaptable spaces, the project ensures that BCHD can continue to respond to public health challenges and opportunities well into the future.
Navigating Challenges with Expertise
Every construction project comes with its own set of challenges, and this one was no exception. One of the primary hurdles was staying within a prescribed budget while still meeting the high standards required for healthcare construction. Through careful planning, cost management, and efficient resource allocation, the project team successfully delivered a high-quality outcome without compromising on essential features.
Another significant challenge was completing the work in phases. Phased construction requires seamless coordination, especially in a project of this scale. An experienced general contractor played a pivotal role in ensuring that each phase progressed smoothly, minimizing disruptions and maintaining momentum from start to finish.

Collaboration at Its Best
The success of this transformation is a testament to the collaborative efforts of a skilled team of professionals and subcontractors. Design professionals WTA Architects, MacMillan Associates, and Spicer Group brought the vision to life, while a diverse group of subcontractors contributed their specialized expertise.
Partners such as Clements Electric, William E Walter, Allen Supply, McMath Maosnry, Daves Glass, RW Welding, Winninger Fire Protection, Hock Painting, Three Rivers Corporation, Valley Carpet, Symons Building Specialties, Architectural Shade Products, Asphalt Concrete Services, and Pyramid Paving worked together seamlessly to deliver exceptional results. From fire protection systems to finishing touches, every contributor played a vital role in achieving the project’s success.
This level of coordination underscores the importance of strong leadership in general contracting with Serenus Johnson Construction, ensuring that every aspect of the project aligns with the overall vision.
A Timeline of Transformation
The project timeline, spanning from May 2025 to June 2026, reflects the complexity and scale of the renovation. Over the course of just over a year, the building underwent a complete transformation, evolving from a retail space into a state-of-the-art healthcare facility.
A New Chapter for Bay County
Today, the renovated space stands as a symbol of progress and community investment. What was once an Art Van store is now a cornerstone of local healthcare, providing essential services in a modern and adaptable setting.
This project demonstrates how strategic Serenus Johnson’s general contracting and specialized healthcare construction can revitalize existing structures, turning them into valuable assets for the community. By blending innovation, collaboration, and expertise, the Bay County Health Department’s new home is poised to serve residents for years to come.
Whether you’re considering a large-scale renovation or exploring the possibilities of adaptive reuse, this transformation is a powerful example of what can be achieved with the right team and a clear vision.
